My interpretation: I guess something's wrong with the permissions or with the installation directories.
The forum tries to open the "actions.php" file, but is not allowed to. Try to chmod/unlock your files and see if the problem persists.

As the error suggests the problem is due to a open_basedir limitation. Make the admin relax this limit and it'll work, hardly the fault of the forum.
