2.3.5 - no way to block global anonymous access [message #7883]

In the Groups Manager, I've set "Global Anonymous Access" "Visible" to "No" and "Read" to "No", but anonymous readers can still see forums and read posts.

The relevant error message seems to be "msg_err_onlyreg_msg".
When I grep the source for "onlyreg", I only find it in the message text files -- it does not seem to be referred to by any executable code.
