Permission can only be assigned per forum OR you can create your own group and make that group control access to as many forums as you like. By default for each forum that is created a group is automatically generated to control permissions for that forum. If you want to control permissions for more then 1 forum via a single group you need to manually create such a group and define the forums that would be controled by that group.
