Is there an option to define a header to appear on every page such as on the FUDforum itself? I have not been able to find it.

On the Style Manager control panel you can define a header/footer to be included on all your forum's pages.

Okie, you go to the styles control panel, click on the "Copy" link. You'll get a bunch of text boxes. One of the text boxes near the top would allow you to add a "header" that goes right after the <body> tag.
Then make that particular style that you've create the default one and disable the default style (Core Layout).
