I installed another instance of FudForum for testing, and set the Global Access to all "NO" for anonymous unregistered users, yet anonymous users can still see into the forums.
Is this a bug, or must we go in and manually set tags on the other forums to not visible?

Which group manager did you use? The one linked to from the front page or the one in admin control panel?
The settings are normally per-forum, however you can create a new group with control access to more then one forum and then use that group to control permissions to many forums at once.
