I'm having issues in the database setup. Is this a permissions issue?
Host
The IP address (or unix domain socket) of the database server.
I get this error message...
Failed to connect to the MySQL Server, SQL Reason: Can't connect to MySQL server on '65.18.214.175' (111)
Database
The name of the database where forum data will be stored.
I get this error message...
Failed to create table fud_users.tbl (DROP TABLE IF EXISTS fud23_users), SQL Reason: No Database Selected

Failed to connect to the MySQL Server, SQL Reason: Can't connect to MySQL server on '65.18.214.175' (111)
means that you have no permission to connect or the server simply not accepting remote connection (most probable cause).
