try this:
go to the Admin Control Panel

then clcik on Category & Forum Management in the Forum Management section.

then in the action column, click the [edit forums] link.

then in the action column, click the [edit] link.

find the section Max Attachment Size:

if you enter 1024 in the box to the right, the max size file will be 1 mb. if you enter 10240 in the box, the max size file will be 10 mb.

if you want to change the number of attachments, edit the Max Number of file Attachments box underneath the Max Attachment Size box.

Edit the remaining forums as needed...
