Okay, thanks. I sent him that info. Now the previous errors don't occur but I keep getting error emails saying...

"Unable to establish connection to news.gmane.org on port 119 failed With Error #110 : Connection timed out"

Yet I don't get that going directly to the newsgroup with a newsreader.

Here is some of my error log in case it helps to find the problem.

[Wed Feb 03 15:39:04 2010] [error] [client 202.etc] File does not exist: /home/user/public_html/404.shtml
[Wed Feb 03 15:38:52 2010] [error] [client 202.etc] File does not exist: /home/user/public_html/404.shtml
[Wed Feb 03 15:38:52 2010] [error] [client 202.etc] File does not exist: /home/user/public_html/favicon.ico

This looks like the error I was getting previously. But in what extra directories do I put the php.ini file(s) now ?
