How do you know it's dropped anything? IIRC PHP knows nothing about
character sets, just bytes. Have you tried something like the following:

$mystr = $_GET["mystr"];
$utfstr = iconv ("iso-8859-1", "UTF-8//IGNORE", $mystr);
