Graph “Long term trends”:
PHP 2001: ca. 2.5%
PHP 2012: ca. 5.0%
Thus, “PHP has doubled its popularity in the last 11 years.”

Main Section “TIOBE Programming Community Index for December 2012”:
PHP Dec 2011: Position 6
PHP Dec 2012: Position 6
Thus, “PHP has been steady.”

Much the same could be said about any other programming language on the
charts or tables. When interpreting (long-term) data, one must take care to
avoid the trap of bending the facts to fit the argument. For example,
suppose we were in December 2005, you could say that “The popularity of Java
has seen a deep decline for the last three years”, thus argue that “Java is
no longer the programming language of choice”. But then suppose we were in
December 2006, and look what has presumably happened to Java's popularity.
Then read the FAQ about it.
