I've been using PHPStorm from JetBrains for local debugging under
Windows. I don't have unrestricted access to the remote host where
the application is deployed, so I mostly debug locally with a local
instance of mysql and PHP running under IIS.

It works just fine for debugging, but I have a feeling I haven't
completely setup the run configurations properly as I haven't yet
managed to coax the IDE into running my PHPUnit unit tests. I still
run those from a command prompt.
