What I get in both Windows and Linux is:
C:\>php -a
Interactive mode enabled
echo "this";
Then after doing ctrl-Z (ctrl-D in Linux)
echo "this";
I could check through the php.ini options to see what affects this, but
considering the source of the problem, I really don't care.
