No, it does not:

$ php -r 'var_dump(strpos("Hand Carried by Patient\n\nTo Whom It May",
"\n\n"));'
int(23)

$progressNote !== "Hand Carried by Patient\n\n…"

PHP’s string functions are tricky; when in doubt, RTFM.
