Setting allow_url_fopen has no effect [message #31270]

While attempt to install fud on a linux-based host, I again receive the error regarding WWW_ROOT_CHECK. After I once again tried to modify the install.php by uncommenting "ini_set('allow_url_fopen')", I receive the same error. Having placed echo fud_ini_get('allow_url_fopen') just above the error producing code, it outputs '1', and no matter what I set it to in the file, it remains at '1'. Is this a bug in the installer?
