You can build multiple themes, each theme with a different language. Then you'd need some sort of a selector allowing you to change the default language shown to a user. Registered users can just select the desired theme (language) from their profile.

As far Bulgarian translation, the reason it uses KOI8, is because that's the translation that was provided. If you would like to provide the UTF8 variant, feel free.
