This is exactly what the group system is for.
Lets say you want only users 'john, laura and brian' to be able to access the forum called 'test'.
1) As an admin go to the front page of the forum, click on the 'Group(s) Manager' link.
2) From the select on the page that appears choose group called 'test'.
4) Inside the text box labled 'Member' enter the name of the user you wish to be able to access this forum, ex. john and click 'Add Member' button on the right side of the screen. Repeat this step for every user you wish to add.
5) Since this is a restricted forum, we want to make sure no one but 'john, laura and brian' can access it. To do so edit the 'Anonymous' and 'All Registered Users' these group represent the
permissions for all anonymous & and all registered users. Once you take away permissions from those 2 users then only
'john, laura and brian' will be able to access the forum 'test'.
