2.3.4 email registration notice problem [message #7047 is a reply to message #7011]

In 2.3.4, when a new user registers, there is no window that comes up to tell him that a registration URL has been emailed to him and that he cannot post until he has clicked on that URL to confirm his registration.

The only way he knows is when he tries to post, then sees a window saying he hasn't confirmed his registration yet.
