I keep getting reports from my users that some of them can't vote.

I checked the group settings and voting is enabled for registered users in the forum. I also checked the users and nothing is overriding. What could be causing this?

Is this a random occurance or can you replicate it. Also, is this problem limited to just certain forums or all forums?
