There is no "average rate". The actual rate charged depends highly on
experience and ability, with location coming into play also.

This depends on what region you are working in. New York or San
Francisco will probably pay the most, though.

Look up the average yearly salary for a developer in the area and divide
the number by 2000. That's probably the hourly rate you'll be offered if
you're not full time.

Depends on what you want. That'll get you someone who will competently
write an application to your detailed specification. It might get you
someone who can competently design an application to your detailed need
in some regions, if you're hiring a salaried worker ("W2") on the books
as an employee instead of a contractor paid only in money for service
("1099"). The 1099 contract will be able to subcontract out skills that
this particular person doesn't have, and so can do more, but the rate
will be higher. If you're not sure what you want and do not have
detailed specifications, it will either be much more expensive per hour
or it will take many more billable hours than otherwise.
