I've read protoss's detailed post on how to restrict certain users access in certain forums, but am unclear how to do the following:
Other than 'global anonymous' and 'global registered user', I don't have any individual users added to any forum.
What do I do when I want to temporarily take away all registered users permissions to Post/Reply/Create Polls/Vote/Rank etc for *all* forums simultainiously? And then restore the original permissions easily and quickly?

You can create a new group, which controls access to ALL forums and make sure to select an option that will create global reg/anon users for that group. Then you go to the actual group manager and take away permissions for global registered user.

Hmmm, ok. Then to reverse it, do I have to delete that group?
In Group Manager, how do I remove all resources from a group? It looks like I can remove all but one.

You can easily removed the groups you've manually created via the admin group manager.

The inheritance permission system is very nice, but it can be tricky when tracking down where a forum's permissions got set.
It would be nice if, under Group(s) Manager (not under Admin panel), I could easily see what Groups a forum belongs to, and what permissions are inherited from each, and at which level in the inheritance heirarchy any permissions are blocked from flowing down to the forum itself.

It would only confuse people, since group managers don't have access to it. This will only lead to more confusion in an already complex system.

Hmm. You're right that it wouldn't help group leaders, but I think it could help admins.
What I described is similar to the way Novell Admin program displays NDS permissions.
