A bug fixing release with focus on PostgreSQL fixes.

ChangeLog:

  1. Made NNTP import script send 'MODE reader' command
  2. Hide IPs from moderators if IP displaying is disabled.
  3. Fixed hard-coded threads per page in PostgreSQL code.
  4. Fixed a rounding bug with ceil() in PostgreSQL code.
  5. Fixed index creation queries for PostgreSQL in compact.php
  6. Fixed possible query failure in poll retrieval on userinfo page.
