version 2.3.5
Any registered user can vote in a poll that is in a forum that requires a posting password. Password entry is not required to vote.
I have several 'private' forums each of which has its own posting password. When a poll is posted, *any* reg'ed user can vote.

The password protected forums are only there to protect the forum from un-authorized message & topic creation. Reading & voting on polls is not restricted. If you want to restrict those abilities use the group permission system it was designed with such tasks in mind.
