This release is aimed entirely at fixing a number of small bugs that appeared in the previous 1.2.X releases.
Beyond the reworking of the register_globals wrapper which now supports arrays passed by GET/POST and is somewhat faster there are no new features in this release.

Does the upgrade script work well with the extremely nasty safe_mode settings? I would like to know before trying to upgrade my working forum.

It should, the reason being that the files it will try to overwrite are already owned by the webserver so by all accounts it SHOULD be able to overwrite them.
