Time zone setting keeps changing [message #25526]

When I set the server time zone, the change does not "take". After updating the settings, it reverts back to something else, Kabul or Indiana or something. Users report the same problem when they change the time zone setting in the User CP settings.

I have "Do not set timezone" enabled. It was disabled by default, but enabling it did not solve this problem.

Any way to fix this?
