How does one edit the text contents of the Forum Rules, that is, customize the disclaimer?

The text is in the MSG file in the language of your choice.

IE - DATA_ROOT/thm/themename/i18n/language/msg

Just open that file, search for your phrase, and edit to your hearts content.

Or use the builtin message editor from the admin backend, locate pre_reg.tmpl - forum rules.
(Easiest is to enter the message editor, press CTRL+F to search the page, then enter "rules" and hit enter - schabam)

I'm using the forestgreen theme and it doesn't seem to have a MSG file in that location, and ../i18n/en is only img files. So I reverted the forum to default theme and found the file using the message editor. I am editing the pre_reg.tmpl file now.

Missing files are "inherited" from the default theme, so you can just change it there and rebuild your theme when done.
