Templating system exist for that very reasons, if you want to change the formatting of the date, you can do so by modifying the template. No reason to add cumbersome options in the admin control panel.

Too much information, I think it would clutter up the front page too much. The subject of the message can be quite long (100 characters) putting in there could and will ruin the layout.

I'd suggest putting this information as a hint box because this information would really make layout unreadable.
I'd prefer full date (with time) of last message.

In the latest CVS moving the mouse over the arrow button on the front page leading to the latest post inside the forum, will show the subject of that post.
