Hi. This was semi-answered below, but my situation is different. I downloaded the script from cvs directly onto my server. I built the install.php and copied it over to a new directory.
The thing is, I didn't use any FTP program to ul/dl this. How can I change it to a binary from a linux shell? My box has doesn't allow FTP....is there a command line process to make it convert?
Debian Woody 3.0, btw.

You can use scp to copy the file. Or put it online on one server and then use wget/fetch to download it.

Hi, I guess I will attempt the SCP...any idea what the core problem with this is? I've never experienced an issue like this with .php files in the past...
I wonder if there is something simple about the file properties that can be changed, vs. the big hassle of scp or wget? Not complaining (glad there is a fix of some sort!!), but as a big nerd, I'm interested in what caused this.

Hmm the file should already be binary.
