I think FUDforum would be used in different language encoding wider and wider, so there must be some day we need to adjust the
encoding scheme for the users, so I proposal add a global variable to FUDforum code and adjust install interface accordingly (add some attributes to DB, and add some options for user if this feature available for that DB), and use the encoding while connection was made.

I'm new to FUDforum and php, so if I'm wrong pls forgive me and point it our.

emm, if we don't plan to store the message in DB, then it's useless.
