I'm not sure how it's happened, but we got a situation:
one user was banned for a couple of days (by additing his nickname to a filter). Then he was removed from the filter, but didn't show up for a while. Now we got a claim that he's still banned. I checked DB - field "Blocked" was set to "Y" against his nick in user table.
How come?

That field does not relate to the filter, I suspect that the person who banned him may have added an account block as well.

Easily, go to the user adminstration control panel, pick a user and you'll see a Ban/Unban toggle.

Simple, filtering is usually when you want to ban a whole series of users. For example all users using the e-mail addresses from hotmail.com domain or users who's IP mask is 1.2.3.* and so on. Blocking on the other hand is simply banning of a certain account.
