1. Create a new forum called "foo".

2. Go to the Groups Manager in the Admin CP.

3. Click on Edit, next to the group named "foo".

4. Now, look at the "Via Inheritance" column. All the entries say "No", even though "Inherit From" is set to "Global Registered Access".

5. If you look at the table at the bottom of the page, all of the Y/N flags display as though they are being inherited, but they aren't really. If you add a leader to the group right now, he can't do anything.

6. If you click on Update, NOW the settings do get inherited correctly. The bug seems to be that these values are not set correctly when the forum is first created.
