Try this:
1. Use the Admin Control Panel->Groups Manager to create a new group.
2. In Maximum Permissions, set one of the permission flags to No.
3. Click Create.
4. Go back and edit the group you just created. The No has changed to Yes! If you accidentally Update this group with the wrong value in the permissions, the change goes into effect.

Works just fine in latest CVS/2.6.4.
Here is how I tried to replicate the problem.
I created a new group where all permissions were NO, then edited the group and permissions were still NO.
The I created another group where all permissions but 1 were YES, editing the group showed all the same permissions I've selected on creation.
