our hope FUDforum process content use UTF-8 encode.
and have one attachments file manager control panel in peruser [User CP]. currently user delete attachments file from topic,
but attachments file not really delete from disk. become waste
when stay file more and more.
Please forgive my poor English.

When you delete an attachment it DOES get removed from disk., it would be silly to assume it does not.
Change character type to UTF-8 and use that if you like, but PHP does not properly supported UTF-8, so it's pointless to use it.
