I canť install the forum ... When I set going install.php, it writes:
open_basedir limitation ".:/tmp:/usr/local/lib/php" prevents the install script from writing to "/3w/.../forum/". Please ensure that the specified directory is inside the directories listed in the open_basedir directive I have no idea why ... I have any directories inside the root directory ...

Your open_basedir value seems to be incorrect it looks to be confused with the value of include_path directive. The bottom line, PHP does not have permission to write to the directory you've indicated.
