If the forum admin changes the template, the users will not see the changes until they edit their profile then save.
Where the problem comes in is if you are using only one template and are forcing the default.
If I change the default template, it doesn't change for the users until they actually go into their profile, don't change a thing, then hit the UPDATE button.
