After having a second look I noticed that there is only a per-forum setting whether moderators can bypass the attachment limits. But there is no global setting for attachments to private messages. That's why I committed a fix that removes the moderator check here. However, I am not sure that this is the correct way to do it.

After opening the form to write a private message and clicking on preview I see the following notice in the server log:
Undefined variable: MOD in forum\theme\default\ppost.php on line 2427
I am unsure how to fix this, maybe $MOD should be defined as
$MOD = (int) ($is_a || ($usr->users_opt & 524288));
