It's definitely possible.
The main problem would be parsing the useful bits from the HTML code.
You can look at the WWWBoard converter for inspiration.

Hi, noob here...
I was part of a forum hosted by ProBoards which doesn't let you make formal back ups. A friend created a script that crawled the whole forum and backed up each thread as an html file.
Is there a way to import these HTML files (hundreds) as actual posts in my new FUD forum?
Obviously doing it manually is not a practical option.
