I'm running 3.1.0 on two big forum sites and it seems to be reasonably well-behaved.
That said, it's probably wise to make a copy of your forum and test it first.

I updated to 3.0.9 when it came out and since then have not been able to perform a forum backup within fudforum itself (get memory issues) but this may be related to my hosting changing around the same time. I'm tempted to update to 3.1 but I have reservations mainly as this forum is still on 3.0.8 so I'm wonder if thats lack of faith or some other reason?

It might still work with PHP 5.6, but I haven't tested it.
Note that all PHP releases prior to 7.1 are now desupported. In fact, support for PHP 7.1 will end on 1 December 2019.
