I have a problem user who is hiding behind HTTP proxies to cause trouble on my board, creating new users etc.

I've used the IP filter to block certain proxy IP's.

The trouble is, some of the proxy IP's have 255 in the second or third octect example: 62.255.32.5 or 203.160.255.4
When these 2 examples are entered into the IP filter, they show up as 62.*.32.5 and 203.160.*.4 which are ranges. Obviously, I don't want to block 62.0-255.32.5 and 203.160.0-255.4
