Yet another quick bug fix release.

This release fixes 3 bugs, which could prevent proper operation of the forum.

1) The install script didn't verify that needed dirs were created.

2) 6 Scripts had hardcoded MySQL table prefixes

3) Permissions for some files were not setup correctly
