User registration with COPPA disabled [message #22295]

Not sure if this is a bug or just a feature:

When COPPA is disabled, new users that try to register still get message:

"... By pressing the button you declare that you are over the age of 13. If you are 13 or under, please use this registration form."

However, with this feature disabled, the registration form is not offered!
