CAN't UPDATE SERVER LOCAL TIME [message #31067]

Server Time Zone: Server time zone, specified in time offset from UTC.

Kuala Lumpur, Singapare (and other options) can't be updated.

My Previuos Problem: Admin. Ctrl Panel have been soleved. It is caused by wrongly setting 'Cookie Dormain' value.

Try hard and always ASK.
