Some of my users couldn't create sticky posts or announcements. All these users have in common, that they get the permission to create sticky posts or announcements not via the forum-group, but via a group, that has the forum as one of the resources.
There are no other groups, that could forbid these users to create sticky posts or announcements.

BTW, the users have the possibility to set these sticky posts, but the appear as normal messages at the forum! Sad
